t'challa isn't an avenger. he's got his duties, his kingdom, his people. she has no doubt that he will always answer the call when the world has need of him, because he's like steve in that way. but sam said six months.
six months isn't long enough for any sort of real power shift to happen behind the scenes in the avengers. it's not long enough to have built up enough of an alliance with wakanda in a time they'll be looking after their own returned citizens for them to do have any real time or resources to do a favor for sam wilson, who had been there only briefly and had died on their soil.
so, those six months either put sam in wakanda directly and bought him credit and goodwill enough there that they gave him an upgrade, as a treat.
or barnes called in a favor from his time there.
or, something else happened, that made it necessary for one of the other genius engineers in the world to step into stark's shoes.
she hasn't asked yet, how it ended. she only knows it did end. who'd we lose? she can hear the echo in steve's voice. but she isn't going to put that on sam. )
